It is in the public interest to regulate the location and construction of utility facilities and other structures within the borough’s highway right-of-way for the purpose of security, economy of maintenance, preservation of proper drainage, and safe convenient passage of traffic. Nothing contained herein is intended to relax existing safety requirements.
