   (A)   The owner, occupant, or tenant of every property fronting upon or alongside any sidewalk in the borough is hereby required to remove or cause to be removed from all of the sidewalks in front of or along side such property all snow and ice thereon fallen or formed, so as to leave a cleared path the full width of the sidewalk or at least 36 inches in width, whichever is less.
   (B)   Snow and ice shall be removed from sidewalks within 24 hours after the cessation of any fall of snow, sleet, or freezing rain or the formation of any ice.
   (C)   In the event the owner, occupant, or tenant makes reasonable efforts to comply with the requirements of division (A) above but the snow and/or ice fallen or formed on a sidewalk has become so hard that it can not be removed without the likelihood of damage to the sidewalk, the person charged with its removal shall, within the time mentioned in division (A) above, cause enough sand or other abrasive material to be put on the sidewalk on a periodic basis so as to make travel reasonably safe; and shall, as soon thereafter as weather permits, cause to be cleared a path on the said sidewalk at least 36 inches in width or the full width of the sidewalk, whichever is less.
