From and after passage of this subchapter and 90 days after receiving notice as provided in § 52.02, it shall be unlawful for any person or property abutting or adjoining any street, lane, avenue, alley, highway, or public right-of-way in which a sanitary sewer system is available to erect, construct, or maintain or use any privy, cesspool, septic tank, or similar receptacle on such premises for receiving sewage.
