17-302: MAINTENANCE REQUIREMENT; CHECK VALVES REQUIRED:
   A.   An efficient check valve shall be installed and maintained in waste lines from all water closets, bathtubs, sinks, and other plumbing fixtures in basements which empty into the sewer system. Such valves shall be so constructed and shall so operate as to permit wastes to pass through into the sewer system but to prevent sewage from backing up through such valves into basements. One check valve, if of sufficient size, may serve more than one fixture.
   B.   The check valve shall be installed by all property owners having houses with basements in the town on or before six (6) months after the effective date of this section and permits for basement drainage on either new or existing buildings shall not be granted until the owner of such building has executed and signed a written agreement releasing the town of any and all damage from basements being flooded by the stoppage of sewers. The agreement shall be filed with the town and kept in its records.
   C.   During any and all water line construction (replacement or new), the water system user shall install backup prevention methods. (1998 Code)
