The Illinois department of public health, state certified local public health departments and local law enforcement agencies shall enforce the provisions of this chapter and may assess fines pursuant to section 8.20.070 of this chapter. Any person may register a complaint with the Illinois department of public health, a state certified local public health department or a local law enforcement agency for a violation of this chapter.
