All members, including the Chairperson, shall be entitled to vote and shall otherwise have the full rights and privileges of a member of the Planning Commission, except as is provided in § 32.004 regarding eligibility for service as an officer. A secretary who is not a member of the Planning Commission shall not be entitled to vote or to exercise any of the rights and privileges of its members.
