§ 71.01 SPEED REGULATIONS.
   (A)   State speed laws applicable. The state traffic laws regulating the speed of traffic shall be applicable upon all streets within this town, except as this chapter hereby declares and determines upon the basis of engineering and traffic investigation that certain speed regulations shall be applicable upon specified streets or in certain areas, in which event, it shall be prima facie unlawful for any person to drive a vehicle at a speed in excess of any speed so declared in this chapter when signs are in place giving notice thereof.
   (B)   Speed when pulling trailers. It is hereby determined upon the basis of an engineering and traffic investigation that the speed for motor vehicles when pulling a non-motorized vehicle on any street within the town shall be not more than 20 mph.
   (C)   Speed regulations. No person shall drive a vehicle on a highway at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In every event, speed shall be so restricted as may be necessary to avoid colliding with any person, or vehicle or other conveyance on or near, or entering a highway in compliance with legal requirements and with the duty of all persons to use due care.
   (D)   Residential speed limits. The maximum speed limit upon any highway, street, or thoroughfare within the boundaries of the town is hereby established at 30 mph except as provided in divisions (B) above and (E) below.
   (E)   School zone. The maximum speed limit on any highway, street, or thoroughfare which is contiguous to any school zone shall be 20 mph between the hours of 8:00 to 9:00 a.m. and from 2:00 to 4:00 p.m.; otherwise, the speed limit shall be 30 mph.
   (F)   Signs. The town is hereby authorized to post speed limit signs in appropriate and conspicuous locations to reflect the speed limits herein designated.
