Any entity seeking to operate a shared electric scooter program within the City shall first obtain an electric scooter share license ("license") from the City conditioned on compliance with the provisions of this chapter and any other conditions (including insurance, indemnity, and performance bond) established by the issuing official. No entity shall operate a shared electric scooter sharing program within the City except pursuant to such license and provisions (each such operator, a "licensee"). The business license shall last two years, with an initial business license fee for the first two-year term, and a compliance fee paid in the second year of the license. A renewal license shall last two years, with a renewal business license fee paid, and a compliance fee in the second year of the renewal license, with the fees as specified in the fee, bond and insurance schedule provided for in 802.24. The City shall limit the number of licenses issued to no more than three at any given time. Electric scooters shall be driven and operated in compliance with all of the requirements of this chapter.
