Section 7.3. Budget Preparation.

At such time as may be fixed by the City Manager, each officer or department head shall submit to the Comptroller an itemized estimate of the expenditures for the next fiscal year for the activities under their control. The Comptroller shall prepare and submit to the Manager a preliminary budget for the next fiscal year in such detail and with such supporting schedules as the City Manager may require. After review and revision by the City Manager, the City Manager shall submit the proposed budget to the City Commission.
