Any person aggrieved by the decision rendered by the City Clerk in granting or denying an application for a permit under this chapter may appeal the decision to the License Review Board provided for under Section 864.10. The appeal shall be made by filing a written notice thereof with the City Clerk setting forth the grounds for the appeal not later than ten days after receiving notice of the decision of the City Clerk. The License Review Board may grant relief if the applicant presents clear and convincing evidence that there was an error in the decision of the City Clerk.
