1041.04 RESPONSIBILITY FOR ADMINISTRATION.

The Director shall administer, implement, and enforce the provisions of this chapter. Any powers granted or duties imposed upon the Director may be delegated in writing by the Director or the City Manager to third parties, as the Director or City Manager deems appropriate.
