1470.08 APPLICATION FOR WORK AFFECTING A RESOURCE.
   (a)   A permit shall be obtained before any work affecting the exterior appearance of a resource is performed within an Historic District or, if required under subsection (c) hereof, before work affecting the interior arrangements of a resource is performed within an Historic District. The person proposing to do that work shall file an application for a permit with the Building Inspection Department of the City.
   (b)   The Building Inspection Department shall transmit the application and accompanying plans and other information to the Planning and Community Development Department for review. The Planning and Community Development Department staff shall review the plans for compliance with the preservation standards adopted by the Historic District Commission and the considerations set forth in Section 1470.17. Where plans are not in conformity with such preservation standards, the Planning and Community Development Department shall consult with the resource owner to insure that proper modifications are made. The Planning and Community Development Department shall immediately transmit the completed application with all supporting materials to the Historic District Commission.
   (c)   In order to expedite the timely issuance of permits, the Building Inspection Department, the Planning and Community Development Department and the Historic District Commission may review preliminary plans in advance of completion of final plans and specifications to determine the appropriateness of alterations, additions, repairs or new construction to resources within Historic Districts.
