1462.29 DEMOLISH OR REPAIR OF BUILDING OR STRUCTURE.
   (a)   If the City demolishes or repairs a building or structure, the City Manager or the designee of the City Manager, at his or her sole election, may either:
      (1)   Assume the responsibility of performing the work by use of City employees or by directly contracting with others for all or some of the work; or
      (2)   Assign the performance of the work, by contract, to a receiver, which shall assume the responsibility to perform, at its own expense, the work by either its own employees or those with whom the receiver contracts.
   (b)   If the City elects to perform the work, the sum which it may seek to recover from the owner shall include all costs incurred in the performance of the work, including reasonable administrative costs and expenses.
   (c)   If the City elects to contract with a receiver to perform the work, the sum which the City may seek to recover from the owner shall be the amount of the receiver’s bid to the City.
