If the City determines that a violation of any of the provisions of the PMC exists at a dwelling, and is unable to personally serve the responsible party with an order to repair or correct conditions, the City shall post such an order in a conspicuous place on or near the affected dwelling. The order shall state the following:
(a) The address of the dwelling;
(b) The name of the owner, occupant or responsible party ordered to make repairs;
(c) The date by which the violation is to be corrected; and
(d) How further information can be obtained.
