1442.09 LOWEST FLOOR ELEVATIONS IN RESIDENTIAL AND NONRESIDENTIAL STRUCTURES.
   The responsible person shall review all new construction and substantial improvements of residential structures to assure that lowest floor elevations comply with the flood elevation standards of the State Construction Code, and all new construction and substantial improvements of commercial, industrial or other nonresidential structures shall either have the lowest floor, including the basement, elevated to the level required by the State Construction Code, or, if allowed under the State Construction Code, that together with attendant utility and sanitary facilities, shall:
   (a)   Be floodproofed so that below the base flood level the structure is watertight with walls substantially impermeable to the passage of water;
   (b)   Have structural components capable of resisting hydrostatic and hydrodynamic loads and effects of buoyancy; and
   (c)   Be certified by a registered professional engineer or architect that the standards of this section are satisfied.
