(a) No person shall engage in the business of collection, transportation or disposal of refuse in the City without first obtaining a license therefor as provided in this chapter. All persons, other than persons disposing of their own refuse, shall obtain a license and be subject to the provisions of this chapter as though such persons were engaged in the business of collecting, transporting or disposing of refuse in the City.

(b) A person who violates this section is responsible for a Class E Municipal civil infraction and shall be subject to the civil fines provided in Section 202.98.
