(a) No person, other than the owner or person lawfully in control of any premises, an authorized employee of a person licensed by the City for the collection or removal of refuse, or a City employee or an individual specifically designated by City staff for the purpose of recycling bin or recycling cart audits, shall interfere in any manner with a container, recycling bin or cart, or plastic bags used for the accumulation or handling of rubbish, or remove any such container, recycling bin or cart, or plastic bag from the location where it has been placed by the owner or person lawfully in control of the premises; nor shall any such person disturb or remove refuse placed for collection.

(b) A person who violates this section is responsible for a Class D Municipal civil infraction and shall be subject to the civil fines provided in Section 202.98.
