(a) No garbage or refuse shall be placed for collection earlier than 1:00 p.m. local time on the day prior to scheduled collection. After the collection of container and recycling bin contents has been made, empty containers and recycling bins or carts shall be removed by the customer from the curb or front door area no later than 9:00 a.m. local time on the day following collection. (b) A person who violates this section is responsible for a Class A Municipal civil infraction and shall be subject to the civil fines provided in Section 202.98.
