(a) Unless otherwise provided for by the City or the owner or possessor of the premises, any gathering of persons for amusement, picnics, reunions or similar activities, which may produce refuse, shall provide containers or means of collection, transportation and disposal of such refuse. Each person in attendance shall be deemed responsible for compliance with this section.

(b) A person who violates this section is responsible for a Class B Municipal civil infraction and shall be subject to the civil fines provided in Section 202.98.
