(a) All parking lots, including drive-in restaurants, taverns, shopping centers, supermarkets and grocery stores, shall have an adequate number of refuse containers or receptacles. All persons using such parking areas shall use such refuse receptacles or containers for the purposes intended, and no person shall dump, scatter or throw upon any such parking lot any refuse, garbage or trash of any kind.

(b) A person who violates this section is responsible for a Class D Municipal civil infraction and shall be subject to the civil fines provided in Section 202.98.
