1064.02 DECLARATION OF NECESSITY.

It is hereby declared to be necessary to govern the storage, collection, transportation and disposal or recycling of refuse, garbage, rubbish and other rejected, unwanted or discarded waste materials within the City so that the public health, safety and welfare may be protected.
