Civil Penalty. Except as otherwise specifically provided, whoever intentionally or negligently violates any provision of this chapter, or any provision of any permit issued pursuant to this chapter, or intentionally or negligently discharges waste or wastewater which causes pollution, or intentionally or negligently violates any cease and desist order, prohibition, effluent limitation, national standard of performance or national pretreatment or toxicity standard, shall be civilly liable to the City in a sum not less than one thousand dollars ($1,000.00) or more than ten thousand dollars ($10,000.00) for each day on which such violation occurs. The City may petition the appropriate court of jurisdiction to impose, assess and collect such sums pursuant to this chapter, or to seek injunctions or restraining orders to enforce provisions of this chapter.
