(a) The size, slope, alignment and materials of construction of a building sewer, and the method to be used in excavating, placing of the pipe, jointing, testing and backfilling the trench, shall all conform to the requirements of the Building and Housing Code or other applicable rules and regulations of the Director of Public Works and the State, provided, however, that this section shall not be construed to prevent the use of any material for a building sewer which is included in the most recent edition of the State Environment Plumbing Code, as adopted by the City, including the use of copper or plastic pipe in applications permitted by the State Plumbing Code. In the absence of Code provisions or in amplification thereof, the materials and procedures set forth in appropriate specifications of Water Environment Federation Manual of Practice No. 9 and applicable Amenican Society for Testing and Materials (A.S.T.M.) standards shall apply.
(b) A person who violates this section is responsible for a Class D Municipal civil infraction and shall be subject to the civil fines provided in Section 202.98.
