1040.27 SPECIFICATIONS FOR PRIVATE SYSTEMS; INSPECTIONS.
   (a)   The type, capacity, location and layout of a private sewage disposal system shall comply with all requirements of the County Health Department and shall be constructed and connected in accordance with the plumbing regulations of the City. This information is required to be disclosed at the sale of any property that utilizes a private sewage disposal system. A thorough inspection is also required at the time of sale to verify the proper functioning of the septic system or other private sewage disposal system and identify problems that must be addressed prior to the sale being completed. No septic tank, cesspool or other private sewage disposal system shall be permitted to discharge to any public sewage or outlet.
   (b)   A person who violates this section is responsible for a Class D municipal civil infraction and shall be subject to the civil fines provided in Section 202.98.
