The City Commission may, by resolution, require the owners of lots and premises to build sidewalks in the public streets adjacent to and abutting upon such lots and premises. When such resolution is adopted, the City Clerk shall give notice thereof, in accordance with Section 202.04 of the Administration Code, to the owner of such lot or premises requiring him to construct or rebuild such sidewalk within twenty days from the date of such notice.
