In accordance with the authority vested in the City Commission pursuant to Section 1 of Chapter 3 of Public Act 284 of 1964, as amended, Sections 60, 61 and 87 of Chapter 3 of Public Act 284 of 1964, as amended, are hereby adopted by reference in their entirety by the City as if fully set forth herein. Such sections of such Act 284 shall be applicable and in force in place of and in lieu of Sections 60, 61 and 87 of Chapter 2 of Public Act 284 of 1964 which were heretofore effective in the City.
