All licensees granted a license or a renewal of a license by the City under this chapter shall pay a fee as set forth from time to time by the City Commission in the Fee, Bond and Insurance Schedule. The fee shall accompany and be submitted with the application and site plan. If an application for a new license or a renewal of an existing license is disapproved, all fees shall be returned to the applicant, less an administrative fee, as may be set from time to time by the City Commission.
