Owners or drivers of taxicabs licensed under this chapter shall transport passengers with or without baggage from any point within or outside the limits of the City to any other point within or outside the limits of the City and shall not charge less than or more than the rates of fare required to be posted on the inside of such taxicab pursuant to this chapter. No person owning, operating or controlling any motor vehicle permitted to be used as a taxicab within the City shall operate, hire or let such vehicle without first filing a schedule of rates and fees for transportation and other services offered with the City Clerk. Such rates and fees to be charged shall be filed with the City Clerk semi-annually, by December 31st and June 30th of each year, which shall be the rates for each subsequent six month period. The established rates of fare shall be applicable so long as the trip either originates or terminates in the City.
