When a passenger is being transported, the flag shall be in such a position and the meter so set that it records mileage only, except when a taxicab is stopped and waiting.
Every taximeter shall be so affixed to the vehicle that the amount of fare determined by such meter shall be plainly visible to the passenger thereof. After sundown, the meters shall be illuminated by a suitable light.
