The City Clerk shall refer the application to the Chief of Police who shall cause an investigation to be made of the fitness of the applicant as to his character and ability and who shall transmit the application with his recommendation to the City Commission. If, in the opinion of the City Commission, the person making the application is proper person, both as to his experience and character, the City Commission may authorize the granting of a license upon payment of the license fee and filing of a policy of insurance as herein provided.
