(a) No person shall operate a shooting gallery, target area or gun club which are open to use by the public without first obtaining a license therefor. The fee for such license shall be as prescribed in the schedule provided for in Section 802.24.
(b) No such license shall be issued until the application therefore has been approved by the Chief of Police, who shall cause an inspection to be made of the premises on which the proposed shooting gallery, target area or gun club is to be located to determine whether or not the same are so located and constructed as to protect the public safety.
