829.05 PERMIT FEES.
   Before any permit is issued to operate a limousine, the applicant shall pay to the City Clerk a permit fee, as specified in the schedule provided for in Section 802.24, for each limousine to be operated under such permit by authority of the City Commission. No applicant shall operate, nor shall the City Clerk issue a permit for, more limousines than the City Commission, by resolution, authorizes for such applicant. The City Clerk shall record the vehicle identification number and license number for each limousine and shall deliver a permit for each motor vehicle to be used. Such permit shall be kept in the limousine, but need not be openly displayed. If a vehicle under this section is sold or disposed of by the operator, then the permit shall be surrendered to the City Clerk, and upon payment of a fee the City Clerk may issue another permit for the remainder of the license year for the vehicle replacing the one sold or disposed of.
