829.03 PERMIT APPLICATION; INVESTIGATION; ISSUANCE.
   (a)   A person desiring a permit to operate a limousine shall file with the City Clerk an application therefor stating:
      (1)   The name, age and residence of the person applying for the permit;
      (2)   Whether or not the applicant himself or herself is to drive such limousine and whether or not a driver is to be hired; and
      (3)   The type of motor vehicle to be used, the vehicle identification number, the State license number and the seating capacity of any such vehicle according to its trade rating.
   (b)   The City Clerk shall refer the application to the Chief of Police who shall cause an investigation to be made of the fitness of the applicant as to his or her character and ability and who shall transmit the application, with his or her recommendation, to the City Commission. If, in the opinion of the City Commission, the person making the application is a proper person, both as to his or her experience and character, the City Commission may authorize, through resolution, the granting of a permit upon the payment of the permit fee and upon the filing of a policy of insurance as provided in this chapter.
