No animal shall be permitted within the boundaries of the area described in Section 814.04, except those animals who are leashed, licensed (with proof of license with the animal), and not dangerous as defined in MCL 287.321. This prohibition shall not apply to animals used for permitted special events, police, service or government dogs. All individuals with care, custody or control of an animal in the Downtown Business District shall pick up and properly dispose of any droppings left by the animal.
