Except for events specifically approved in accordance with Chapter 815, and except for the system installed as part of the improvement of the Downtown Business District, no person shall operate a public address system so that the sound is audible beyond private property lines. In no case shall a public address or music system be utilized between the hours of 11:00 p.m. and 7:00 a.m. of the following day.
