No person who is not a regularly enrolled student, a parent or guardian of a regularly enrolled student or a teacher or other employee, shall enter and remain in any school building or on school property, whether public, private or parochial, in the City, for any reason, unless such person has received written permission from the principal or other person designated by the principal to be in any such public, private or parochial school building or on school property.
