618.11 COLLECTING IN CROWDS.
   No person shall collect or stand in crowds, or arrange, encourage or abet the collection of persons in crowds for illegal or mischievous purposes in any public place, or fail to obey a lawful order to disperse by a police officer, when he or she is known to be such an official, where one or more persons are committing acts of disorderly conduct in the immediate vicinity and the public health and safety are imminently threatened.
