The City Manager shall cause each declaration made pursuant to this chapter to be publicly announced by means of notification to all forms of media (including TV, radio, and newspaper), posting to the City’s website, posting to the City’s social media channels, and via other messaging channels as deemed appropriate. Each announcement shall describe the action taken by the City Manager, including the time it became or will become effective, and shall specify the streets or areas affected. A parking prohibition declared by the City Manager shall not go into effect for at least three hours after it has been announced at least three times between 6:00 a.m. and 11:00 p.m. on any day, by the above-mentioned communication channels. The City Manager shall make or cause to be made a record of each time and date when any declaration is announced to the public in accordance with this section.
