430.02 DEFINITIONS.

   As used in this chapter:

   (a)   "City Manager" means the City Manager of the City or their authorized representative.

   (b)   "Street" means the entire width between the boundary lines of every way that is publicly maintained, when any part thereof is open to the use of the public for purposes of vehicular traffic.
