No parking violation not scheduled in Section 420.99 shall be disposed of by the Parking Violations Bureau. No person, however, shall be required to dispose of a parking violation at the Bureau. A person shall be entitled to have such a violation processed before a court having jurisdiction thereof if he or she so desires. Any person having knowledge of the facts may make a sworn complaint before the court having jurisdiction of the offense, as provided by law. Likewise, the fact that a particular violation is included on the schedule set forth in Section 420.99 does not entitle the alleged violator to disposition of the violation at the Bureau. The person in charge of the Bureau, at his discretion, may refuse to dispose of such violation, in which case such violation shall be disposed of in court as provided by law.
