(a) Recognizing that personal problems may affect an employee's work performance, the City shall maintain a policy of referring employees to appropriate agencies utilizing whatever assistance may be available through other governmental agencies.
(b) Employees who have a problem or feel that they have a problem are encouraged to seek assistance. The confidentiality of the employee shall be preserved. Seeking assistance shall in no way jeopardize promotions or job security.
(c) If an employee's job performance is being affected by personal problems, the supervisor may recommend to the employee that assistance be sought. If the employee refuses to seek help, the employee's job performance shall continue to be judged on the total job performance.
