(a) Any person in default to the City is prohibited from employment with the City.
(b) No two members of an immediate family, as defined in Section 288.01(17), may be employed in the same department of the City. Exceptions to this provision may be made on a case-by-case basis by the City Manager in special circumstances where lack of other qualified candidates may warrant such exceptions. This provision shall not apply to any immediate family member who may have been employed in the same department of the City prior to the enactment of this provision. In no case shall a member of an immediate family be supervised by another member of his family.
