290.06 REVIEW AND MAINTENANCE OF COMPENSATION PLAN.
    Comparative salary surveys shall be conducted annually by the Director of Employee Relations prior to submission of the annual budget. Such studies shall consider factors affecting the level of salaries of employees, including cost-of-living increases, changes in the rates paid for comparable types of work by competing employers, labor market conditions and past recruitment experience. On the basis of such studies, adjustments in pay ranges shall be recommended to the City Commission by the City Manager.
