If an employee is transferred, promoted or demoted, the rate of pay for the new position shall be determined as follows:
(a) Transfer. When an employee is transferred to another job classification with the same maximum salary rate, the salary rate of the employee shall remain unchanged, unless the employee's current compensation rate is below the minimum pay rate established for the job classification to which the employee is transferring.
(b) Promotion. When an employee is promoted from one job classification to another job classification having a higher maximum salary rate, the salary rate of the promoted employee shall be increased to the new minimum or to that step within the new pay range next above the rate of pay prior to promotion. Promotion shall normally entail at least an approximate two and one-half percent salary increase, but shall not exceed the maximum rate for the classification.
(c) Demotion. When an employee is demoted from a position in one job classification to a position in another job classification having a lower maximum pay rate, the rate of the affected employee shall be reduced, as necessary, to place it at the same pay step of the lower job classification.
