254.01 ESTABLISHMENT; FUNCTIONS.

There is hereby established in and for the City a Planning and Community Development Department. The functions of such Department may include, but are not limited to, planning, inspections, code enforcement, Central Business District development, neighborhood preservation, grant effort and coordination, human resources and emergency preparedness.
