The City finds that police time spent on contacts with individuals who drive under the influence of alcohol and/or with the presence of a controlled substance in their systems greatly surpasses that of other traffic stops. In addition, such individuals cause more accidents with an increased likelihood of personal injury and property damage. Therefore, the City seeks recovery from those responsible for the greater operational and financial burden associated with law enforcement and other City emergency responses to those incidents.
