216.09 PUBLIC HEARING; NOTICE.
   Upon receipt of such certificate the City Commission shall fix a time and place when it will meet and review the assessment roll, as well as hear all persons who desire to be heard concerning the necessity of making the improvement, and shall direct the City Clerk to give notice of such hearing. Such notice shall specify the time and place of such hearing and shall be published once in a daily newspaper circulated in the City not less than ten days prior to the date of such hearing. A ten-day notice shall also be sent by the City Assessor to each owner of property subject to assessment, as indicated by the records of the City Assessor's office. However, failure to send such notice to any such owner of property, or the failure of such owner to receive such notice, shall not invalidate the proceedings or any assessment. The hearing required by this section may be adjourned from time to time and may be held at any regular, adjourned or special meeting of the City Commission. At such hearing all interested persons or parties shall be given an opportunity to be heard. The City Assessor, with the assessment roll, and the City Manager, shall be present at such hearing.
