216.06 DETERMINATIONS OF CITY COMMISSION; SPECIAL ASSESSMENT ROLL.
   After the report is presented to the City Commission, the Commission may, by resolution, approve the plans, specifications and estimate of cost and determine to make the improvement and to defray the whole or any part of the cost of the improvement by special assessment upon the property especially benefited in proportion to the benefits thereto. By such resolution the Commission shall approve the plans and specifications for the improvement; determine the estimated cost thereof; determine the estimated life of such improvement; determine what portion of the cost shall be paid by special assessment upon the property especially benefited and what part, if any, shall be a general obiligation of the City; determine the number of installments in which assessments may be paid and the rate of interest to be charged on unpaid assessments and installments; designate the district or land and premises upon which special assessments shall be levied; and direct the City Assessor to prepare a special assessment roll in accordance with the Comnission's determination.
   Notwithstanding any provision of this chapter, the Commission may, at its discretion, delay the preparation of a special assessment roll until after the completion of the improvement, in which case the actual cost thereof shall be reported to the Commission and a special assessment roll shall then be made, based upon such actual cost, in accordance with the procedure set forth in this chapter.
