216.03 AUTHORITY OF CITY COMMISSION.

The City Commission has the power to determine that the whole or any part of the cost of any improvement shall be defrayed by special assessments upon the property specially benefited. However, such determination shall not be made until the preliminary proceedings provided for in Section 216.05 are completed.
