The City Coordinator of Emergency Service, in the event of a disaster from enemy attack upon the United States, shall determine, as soon as possible, what officers and deputies are unavailable to exercise the powers and discharge the duties of their office because of such disaster, and in such event shall notify the available emergency interim successor, highest in order of succession, to exercise the powers and discharge the duties of the office.
